DC Metro Chapter (WDC)


On behalf of the Board of Directors of the DC Metro Chapter, we are pleased to extend a warm welcome to you and announce that Milagros Velez McGuire is the new President of the DC Metro Chapter of the National Conference of Puerto Rican Women (NACOPRW)

Milagros is a Certified Rehabilitation Counselor, CRC-Retired and a Licensed Professional Counselor with a long history of Advocacy for the provision of education and employment services to immigrant populations with disabilities and as an activist for Women’s issues. She is originally from Ponce, Puerto Rico. She moved to New York City in her early teens with her widowed mother, who as a single head of household, came to the U.S. mainland seeking better economic and educational opportunities for the family.

While attending graduate school of social work, Milagros met and married her husband, a government scientist. They moved to Washington, DC Metro Area after marriage and she worked for over 25 years in the field of Career and Employment Services for persons with Disabilities. As Hispanic Program Coordinator for Rehabilitation Services Administration, she pioneered numerous Language and Culture appropriate educational and skills training programs for LEP immigrants with disabilities. At the same time she served on several Boards of Directors for such community service agencies as DC YWCA, The Spanish Senior Citizens Center and Las Americas Housing Counseling Center and founded Cooperacion Latina, a coalition of Hispanic service providers to the Latino population in DC.

Since her retirement, Milagros enjoys volunteer activities with several women’s organizations, including NACOPRW, Women’s Suburban Democratic Club of Montgomery County (MC) and NOW/MC Chapter. She is a GED tutor and a member of the MC County Executive’s Latin American Advisory Group.

As President of NACOPRW, DC Metro Chapter, Milagros envisions her role as Lead Coordinator of the organization’s efforts to promote women’s rights for: pay equity, education and professional development, especially in STEMS and leadership training for our Latinas leaders of tomorrow.

She is also the proud mother of a PhD Biochemist and a Lead Software Engineer. Both women are in high level STEMs careers.
